Overview
The Los Angeles County Metropolitan Transportation Authority (Metro) developed a comprehensive program in signal operation and maintenance to upgrade the skills of local traffic engineers and signal maintenance personnel. Metro has invested in Traffic System Management (TSM) programs throughout the region using Call-For-Projects funding. The training is supported by the Signal Support Group and is considered by Metro an important element in continuing the TSM project, achieving congestion-relief objectives, and maintaining the skills of personnel.

Fred Minagar, president of Minagar & Associates, Inc., is a recognized national authority in the areas of ITS and traffic engineering. Fred has over 22 years of real-world practice and teaching experience, and has conducted training workshops for the Los Angeles County Metropolitan Transportation Authority's Countywide Traffic Signal Operation & Maintenance Training Program.
