CAATS Award of Excellence for Best Return on Investment — State of California, 2002.
The Traffic Signal Retiming Project for the City of Modesto was awarded the “Best Return on Investment Project” in the State of California for the Year 2002. The California Alliance for Advanced Transportation Systems (CAATS) and Rural Advanced Technology and Transportation Systems (RATTS) Awards Selection Committee released its results for the selection of Awards of Excellence. City staff applied for and succeeded in receiving federal funding from the Congestion Management Air Quality (CMAQ) and RSTP/CMAQ match funding grant programs for this project. Minagar & Associates, Inc. was awarded the contract, and a Project Development Team (PDT) was formed to provide input into the retiming of the traffic signals. This team met regularly with Minagar & Associates, Inc. and directed the project to achieve maximum coordination through major corridors in Modesto. After deployment of the new signal timing, team members drove the corridors and gave suggestions for fine-tuning, achieving excellent coordination and minimizing delay for through traffic.

- Midday Peak — total stops reduced from 457 to 225 (−232); total delay reduced from 213 to 122 minutes; travel time reduced by 210 minutes; gas consumption reduced by 657 gallons
- PM Peak — total stops reduced from 512 to 254 (−258); total delay reduced from 287 to 163 minutes; travel time reduced by 157 minutes; gas consumption reduced by 1,053 gallons
- Daily Totals — 3,208 fewer stops; 1,404 fewer minutes of delay; 2,504 fewer minutes of travel time; 763 kg less CO, 152 kg less NOx, and 172 kg less VOC emissions; 11,004 fewer gallons of gas consumed
